Telangana 2 BHK Housing Scheme is a housing initiative launched by the Government of Telangana which aims to provide affordable and safe housing to the economically weaker sections of the society. Under this scheme, the government provides financial assistance to eligible families for construction of 2-bedroom houses (2 BHK) to meet their basic housing needs. The objective of this project is to provide proper settlement of permanent housing for the economically weaker sections and ensure safe access to their homes. Eligible beneficiaries of the scheme can get financial assistance from the government for the construction of their houses, which will be in the form of grants.

Eligibility Criteria

The eligibility criteria for the scheme are as follows:

  • Income: The beneficiary must be a BPL (Below Poverty Line) household with a current Food Security Card
  • Reservation / Preference / Priority
    • Rural: SC/ST: 50%, Minorities: 7%, and balance 43% for others.
    • Urban: SC: 17%, ST: 6%, Minorities: 12%, and balance 65% for others.
  • Applicant must be a permanent resident of Telangana State.
  • Applicant’s family should not be more than 6 members.
  • Must have inadequate accommodation such as huts, mud houses or rented houses
  • Beneficiaries will be selected based on caste composition of SC/ST/Minorities in each assembly constituency and the entire district must preserve this composition.
  • The applicant must fulfill other criteria specified by the Government from time to time.

Benefits Of The Scheme

The 2BHK Housing Scheme in Telangana aims to provide affordable housing to families living below the poverty line. The cost of the units varies based on the location, with rural areas having a lower cost compared to urban areas. The cost of the unit includes the cost of the house as well as the infrastructure development, such as water supply lines, electrical lines, and drainage systems.

The Telangana government’s Double Bedroom Housing Scheme provides several benefits to eligible beneficiaries:

  • Affordable Housing: The scheme provides affordable housing for eligible beneficiaries in both rural and urban areas of Telangana.
  • Free Land: The government provides free land to eligible beneficiaries for constructing the house.
  • No Beneficiary Contribution: Beneficiaries do not have to contribute any amount towards the construction of the house.
  • Spacious Dwellings: The housing unit has a plinth area of 560 sq. ft. and includes a master bedroom, a normal bedroom, a living room, a kitchen, and two toilets.
  • Government Initiatives: The government has introduced several initiatives to facilitate the construction of these houses, including the supply of cement at a subsidized rate, exemption of basic cost and seigniorage on sand, reduced bid capacity for contractors, and price adjustment for steel.
    • Subsidized Cement: The government provides cement at a subsidized rate of ₹230 per bag for the next three years until October 2019.
    • Exemption on Sand Costs: Beneficiaries are exempt from basic costs and seigniorage on sand for the construction of their houses.
    • Reduced EMD Amount: The Earnest Money Deposit (EMD) amount is reduced from 2.5% to 1%, making it easier for beneficiaries to participate in tenders.
    • Reduced FSD: The Financial Security Deposit (FSD) is reduced from 7.5% to 2%, which lowers the financial burden on beneficiaries.
    • Reduced Bid Capacity: The bid capacity of the contractor is reduced to 25% of ECV in respect of the second call of tenders when there is no response for the first call.
    • Registration of Private Builders: Private builders can also register with the concerned SE (Regional Officer) based on their turnover certificate.
    • Tie-up with Swachh Bharat: Toilets under the Swachh Bharat program can be constructed at the district level, providing additional benefits to beneficiaries.
    • Free Fly Ash Supply: Beneficiaries can use fly ash for construction purposes free of cost within 100 km and with 50% transportation cost above 100 to 300 km.
    • Reduced Defective Liability Period: The defective liability period is reduced from 2 years to 1 year, which means that any defects in the construction of the house will be rectified within a year of completion.
    • Price Adjustment of Steel: Price adjustment for steel is permitted for all ongoing 2BHK works, which helps in keeping the construction costs under control.

Overall, the Double Bedroom Housing Scheme provides a much-needed boost to affordable housing in Telangana and offers numerous benefits to eligible beneficiaries.

The total estimated cost of the project is Rs 18,000 crores, and the state government has requested the center’s support for infrastructure development. Beneficiaries will also be eligible for cheaper electricity bills if the center provides power connections through the Pradhan Mantri Sahaj Bijli Har Ghar Yojana-Saubhagya scheme.

Required Documents

To apply for the PMAY/2BHK housing scheme in Telangana, the following documents are required:

  • PMAY/2BHK Housing Application: The application form is available at Meeseva centers or online. You can download the application form from the official website.
  • Ration Card/Food Security Card: A copy of the ration card or food security card is required as proof of residence.
  • Aadhaar Card: The applicant and family members’ Aadhaar cards are required for identification purposes.
  • Voter ID Card: The applicant’s voter ID card is required as a proof of identity.
  • Community Certificate: The community certificate is required for applicants belonging to Scheduled Castes, Scheduled Tribes, and Other Backward Classes.
  • Income Proof: The applicant must provide proof of their income, which can be in the form of a salary certificate, income tax returns, or any other relevant documents.
  • Passport Size Photo: Recent passport-sized photographs of the applicant are required for the application.
  • Bank Passbook: The applicant’s bank passbook is required as proof of their bank account.

How to Apply

Offline Process

The offline application process for 2BHK housing scheme is as follows:

Step 1: Check if your village is selected by the District level committee for coverage of 2BHK under the scheme.

Step 2: Wait for the announcement of the application schedule by the District Collectors. Submit your application during the Gram Sabha to the designated officer. Ensure that you have all the required documents.

Step 3: The designated officer will conduct a preliminary scrutiny of your application to check your eligibility. The list of eligible applicants will be forwarded to the Tahsildar of that mandal for thorough verification.

Step 4: The Tahsildar will verify your application and documents thoroughly and submit a list of eligible final applicants to the District Collector.

Step 5: The verified list of eligible applicants will be placed in the Gram Sabhas for its final approval. The Gram Sabha members will go through the list and approve the same.

Step 6: The final list of approved beneficiaries will be approved by the District Collector and made available to the public.

Note: In case of any complaints or grievances, they will be investigated by the District Level Officer nominated by the District Collector, and the findings will be placed before the Appellate Committee. The orders passed by the Committee will be treated as final.

Online Procedure

For online application, you can visit your nearest Meeseva Kendra and submit all the required documents that we mentioned earlier. The Meeseva Kendra staff will guide you through the online application process and help you fill out the necessary details. Make sure to carry all the required documents in physical form, such as your Ration Card, Aadhar Card, Voter ID card, Community Certificate, Income Proof, Passport Size Photo, and Bank Passbook. The staff at the Meeseva Kendra will verify your documents and assist you in submitting the online application for the 2BHK housing scheme.

Check Your Application Status

To check the status of your Double Bedroom House application, you need to follow these steps:

  • Step 1: Visit the official website of Telangana Meeseva
  • Step 2: Look for the “Know Your Application Status” section on the homepage.
  • Step 3: Enter your application number in the designated field and click on the search icon.
  • Step 4: Enter the captcha code as shown on the screen.
  • Step 5: Once you’ve entered the captcha code, the website will display the status of your application.

Please note that you will receive a receipt from the Meeseva center or the office where you submit the offline form. Therefore, make sure to keep the receipt in a secure place until you receive the final decision on your application.
