Eligibility Criteria
To qualify for assistance under the Odisha State Treatment Fund:
- Individuals must fall below the poverty line.
- Annual family income should not exceed Rs 40,000 in rural areas and Rs 60,000 in urban areas.
- Eligibility is established through BPL/AAY cards or annual income certificates from the concerned Tahasildar.
- RSBY cardholders also qualify for assistance.
- Accident victims, referrals from registered institutions, and mentally challenged individuals are eligible with proper justification.
- Central Government/State Government/PSU employees are excluded.

How to Apply
Procedure for Seeking Treatment Assistance in Government Medical Colleges & Hospitals, Sishu Bhawan, Cuttack, and AHRCC, Cuttack under “OSTF”
- Each department appoints a nodal officer (usually an Assistant Professor), chosen by the Head of the Department.
- Patients complete the application form with necessary documents and submit it to the department’s Nodal Officer.
- The Nodal Officer reviews the application and forwards it to the Head of Department (HOD).
- The HOD verifies the application’s details and recommends it to the Screening Committee.
- The Screening Committee, led by the institution’s Superintendent/Director, includes members like Accounts Officer, DDO, Administrative Officer, and faculty members.
- The Committee meets regularly to assess applications sent by HODs of concerned departments.
- If approved, patients receive treatment in the hospital for free, within the sanctioned amount.
- The Committee’s approval power is limited to Rs.1.00 lakh. For higher amounts, the Committee can approve part of it, and the rest needs approval from the concerned authority.
- The hospital opens a dedicated bank account under signatures of Dean & Principal, Superintendent, and DDO.
- All patient-related documents are kept securely under the custody of the Superintendent/Director.
- Proper accounts are maintained as per guidelines for auditing purposes.
- Regular reports, including achievement reports, are submitted for fund release.
Procedure for Seeking Treatment Assistance at District Hospitals / Capital Hospitals / RGH Under “OSTF”
- Clinical Department heads at DHH / Capital Hospital, Bhubaneswar / RGH, Rourkela act as Nodal Officers.
- Patients submit the application with documents to the Nodal Officer.
- After scrutiny, the application is sent to the Screening Committee through ADMO (Medical) / Dy. CMO.
- The Screening Committee, chaired by Chief District Medical Officer (CDMO) or CMO, reviews applications and approves treatment within set limits.
- For larger amounts, CDMO or CMO’s approval is required.
- A separate bank account is opened at the hospital under the signatures of authorized individuals.
- Patient documents are stored safely in ADMO (Medical) / DDO’s office.
- Records and accounts are maintained as per guidelines for audits.
- Regular reports, including achievement reports, are submitted for fund release.
Procedure for Seeking Financial Assistance for Treatment at Private & Other Hospitals under “OSTF”
- Eligible patients must be referred by Government Hospitals or authorized CDMOs / CMOs before seeking treatment at empaneled private hospitals.
- Referrals are based on the non-availability of treatment in Govt. Hospitals, long waiting times, or recommendations from authorized medical teams.
- In emergencies like heart attacks or accidents, patients can directly admit themselves to private hospitals. The hospital informs DMET within 24 hours for approval.
- Private hospitals treat patients and claim treatment costs from DMET after discharge.
- DMET settles private hospitals’ bills within a month, according to CGHS rates or actual treatment costs, whichever is lower.
