About Entrepreneur Support Scheme
The Entrepreneur Support Scheme (ESS) is a flagship initiative by the Directorate of Industries and Commerce, Government of Kerala, aimed at fostering the growth of Micro, Small, and Medium Enterprises (MSMEs) in the state. This scheme provides financial assistance to MSMEs engaged in manufacturing activities, helping them establish and expand their businesses.

Eligibility Criteria
- MSMEs engaged in manufacturing activities in Kerala are eligible.
- Exclusions include enterprises listed under the Negative List, such as service enterprises, breweries, and distilleries, among others.
- Investments in various fixed assets, including land, building, plant & machinery, are necessary for eligibility.
Stages in Entrepreneur Support Scheme:
- Startup Support:
- Available for enterprises that have availed a term loan from a financial institution.
- Offers 50% of the total eligible support (up to Rs 3 lakh) before commercial production begins.
- Investment Support:
- Provided post-commencement of commercial production.
- No mandatory requirement for a loan from financial institutions.
- Expansion, diversification, or modernization projects are eligible.
- Technology Support:
- Offered post-production start, upon acquiring new technology from authorized institutions.
- Assistance includes support for new technology and associated plant and machinery.
Benefits
- Subsidy ranging from 15% to 45% of fixed capital investment, depending on the investor category, sector, and district.
- Additional assistance for enterprises in priority sectors, young entrepreneurs, women, SC/ST, and NRK entrepreneurs.
- Support for startup ventures, technology adoption, and business expansion initiatives.
- Total assistance capped at Rs 40 lakh per enterprise.

How To Apply
- Submit the application online along with the required documents and pay the application fee of Rs. 1105.
- Applications are processed by designated authorities based on merit.
- Sanctioning authorities include the General Manager (District Industries Centre) for startup support and District/State Level Committees for investment support.
- Applicants can appeal to the State Level Committee if dissatisfied with the decision of the District Level Committee.
