The Biju Pakka Ghar Yojana is a housing scheme launched by the Government of Odisha to provide pucca houses to the rural poor in the state. The scheme aims to improve the living conditions of the rural poor by providing them with safe and secure dwellings. The Biju Pakka Ghar Yojana will provide financial assistance to eligible beneficiaries to construct pucca houses. The scheme aims to benefit over 4.5 lakh families in the state. The scheme also aims to create employment opportunities for the rural poor through the use of local materials and labour. Eligibility Criteria

Eligibility Criteria for Biju Pakka Ghar Yojana:

  1. Permanent residency in Odisha.
  2. Belonging to the economically weaker section.
  3. Currently living in a kutcha house.
  4. Should not own a pucca house in the state.

  • Biju Pakka Ghar Yojana offers financial assistance to rural households to construct pucca houses.
  • The scheme is implemented by the Odisha government, and contractors are not involved in the construction process.
  • The female head of the household is the sanctioned party for the dwelling unit.

Installments this Scheme

The cost of constructing a house under the Biju Pakka Ghar Yojana varies depending on the location of the district. For non-IAP districts, the unit cost is Rs 120,000, while for IAP districts, the unit cost is Rs 130,000. These costs are subject to revision by the Panchayati Raj and Drinking Water Department and are disbursed in four installments by the Government of Odisha

Unit Cost of Biju Pakka Ghar Yojana

  • The unit cost for building houses under Biju Pakka Ghar Yojana is different for non-IAP and IAP districts.
  • In non-IAP districts, the unit cost is Rs. 120,000 while in IAP districts it is Rs. 130,000.
  • This unit cost is determined by the PR&DW department and is subject to change from time to time.
  • The Odisha government will provide the full amount in four installments to the beneficiaries for building pucca houses.

Facilitation of Loan

  • Beneficiaries of Biju Pakka Ghar Yojana can avail of a loan of up to Rs. 70,000 if they require additional funds.
  • If a beneficiary opts for institutional finance, the financial institution will monitor the ongoing work on the house construction.
  • A meeting will be held with the Bankers’ Committee to discuss the terms and conditions for providing loans to the beneficiaries.

Financial Management of Biju Pakka Ghar Yojana

  • The DDO of the PR&DW department is responsible for depositing and withdrawing the amount provided for building pucca houses.
  • The amount will be directly transferred to the beneficiaries’ bank accounts through PFMS or e-FMS.
  • The interest earned on the deposits of the Biju Pakka Ghar Yojana fund will be used for providing the facility of pucca houses to the beneficiaries.
  • A separate account should be opened with DRDA/Block level Public Sector Bank/Nationalized Bank/Scheduled Commercial Bank.
  • The new bank account will be audited by the Auditor General of Odisha or the Comptroller and Auditor General of India.

Procurement of Material

  • The construction material required for building pucca houses, such as cement, steel, and bricks, is provided to the beneficiaries by the district administration.
  • Beneficiaries can purchase their construction material from selected suppliers by the district administration or from any other supplier of their choice.

selection procedure for Odisha Biju Pakka Ghar Yojana

  1. District Committee: A district committee will be formed to select the beneficiaries who are in need of a pucca house.
  2. Finalization of Beneficiary List: The district committee will finalize the list of selected beneficiaries. This list will then be transferred to the District Collector.
  3. Information to BDO: The District Collector will provide the information of the list of beneficiaries to the BDO (Block Development Officer).
  4. Time Period: If the district committee fails to provide the list of selected beneficiaries to the District Collector within the given time period, then the District Collector has the right to finalize the list and present it to the BDO.
  5. Finalization of List by BDO: After the BDO finalizes the list, it will be presented in the Gram Panchayat or Block Headquarters.
  6. Publication of List: The list of selected beneficiaries will be made available on the website of DRDA (District Rural Development Agency) and the State Rural Housing Portal.
